Prohibits any municipality in the state with a population less than 300,000 from providing programs or services to homeless persons! Including but not limited to: domestic violence survivors and unhoused veterans!

Creates the Covenant Marriage Act of Oklahoma, establishing a new type of marriage with more stringent requirements and limitations on divorce.
